In 1988, the State enacted Public Act 511 (PA511), which is also referred to as the Michigan Community Corrections Act. The purpose of PA 511 is to support local communities in providing programs that serve as an alternative to incarceration for non-violent felony offenders in an effort to reduce the prison commitment rate, jail time and recidivism. In 2000 Livingston County applied for and received funding to establish a community corrections program under the direction of the Livingston County Community Corrections Advisory Board.

Through the use of community-based programs, Livingston County’s prison commitment rate has been at or below the State average.
