Under
the authority of Chapter 20 of Public Act 40 of 1956 (Drain
Code), local units of government (public corporations) may
petition the Drain Commissioner to conduct a sanitary or
storm-water drainage project that is necessary for public health.
Under Chapter 20, the cost of the project is assessed wholly against the public corporation. In turn, the public corporation may recover the project costs through special assessment, charge, or fee levied against the benefited properties in the public corporation. Through Chapter 20, Livingston County may issue bonds on
behalf of the local units for infrastructure construction. These
county issued bonds can provide substantial savings, through
reduced interest rates, to local units and the taxpayers they
serve. |
